Andrzej Krawczyk, Foreign Policy Adviser to President Lech
Kaczynski. Krawczyk responded that Ukraine was a key
bilateral partner of Poland and a high priority in Polish
foreign policy to which President Kaczynski attaches great
importance. He agreed wholeheartedly that EU and NATO member
states needed to maintain a constructive and positive
dialogue with the GOU despite PM Yanukovich's decision to
refrain from requesting MAP at present. Krawczyk noted that
the GOP was somewhat worried that the NATO Summit in Riga
would in some way be a disappointment for pro-NATO advocates,
though he acknowledged that an overly aggressive approach in
favor of NATO could backfire and strengthen anti-NATO
sentiment in Ukraine.
2. (C) COMMENT. Poland continues to be perhaps the strongest
advocate of Ukrainian development, democratization and
integration into Euro-Atlantic institutions in all of Europe,
and this advocacy has not waned since the formation of the
Yanukovich government and PM Yanukovich's announcement that
he was not yet prepared to pursue MAP. The GOP can be
counted on to continue a robust agenda of constructive
engagement with Ukraine, both on a bilateral level and within
the context of NATO and the EU. END COMMENT.
