1. (SBU) We spoke with the Ministry of Foreign Affairs (MFA)
and the Ministry of Health (MOH) on the importance of
maintaining the U.S./Russian smallpox repositories in light
of the upcoming May 22-27 discussions on the smallpox
resolution at the World Health Assembly (WHA). The head of
the MOH's International Relations Section, Viktoras Meizis,
told us on May 9 that he believed Lithuania favored keeping
the repositories. He added, however, that he needed to check
with other GOL agencies to verify this position. As of May
10, Meizis, who will attend the WHA, was unable to confirm
Lithuania's stance.
2. (SBU) The MFA's Director of Multilateral Relations, Rokas
Bernotas, told us on May 5 that the GOL had not yet
formalized its position, but promised to inform us about how
the GOL intends to vote at the WHA meeting. (NOTE:
Bernotas's deputy told us on May 9 that the GOL still had not
formalized its position.)
3. (U) We will continue to urge the GOL to formalize a
position that supports our goals and will report when there
is a clear decision.
