E.O. 12958: DECL: 02/22/2016
TAGS: PREL PHUM UN KS AU
SUBJECT: AUSTRIAN MFA SPECULATION ON NEW UN SECRETARY
GENERAL
REF: STATE 22833
Classified By: Political-Economic Chief Gregory E. Phillips
Reasons: 1.4 (b) and (d).
(C) PolOffs discussed criteria for UN Secretary General
selection with Austrian MFA A/S-equivalent for International
Organizations Helmut Boeck on February 16. Boeck took the
U.S. views on board, but opined that the Asian Group would
likely produce the next UN Secretary General. The regional
rotation schedule seems to be an "unwritten law," he said.
He noted South Korean Foreign Minister Ban Ki-moon's interest
in the position, commenting that his qualifications were
excellent. He said he assumed that Ban had consulted with
the USG before announcing his availability for the post.
