1. (SBU) A/DCM presented reftel demarche on November 30 to
Ralph Scheide, the Austrian MFA's A/S-equivalent Director for
the Middle East and Africa.
2. (C) Scheide said Austria agreed that the Iranian
electoral system needed to be more democratic. He said,
however, that Austria would normally not make public comments
on such an election as this one, leaving that to the EU
presidency (currently Finland). He undertook to keep us
informed of reporting by the Austrian Embassy in Tehran.
However, he noted that Austria no longer had the "quantity or
quality of contacts" that it once had. The Iranians were
treating the Austrians badly in Tehran, he said, adding,
"it's not business as usual."
