1. (SBU) Post conveyed reftel demarche on November 17 to
Bernhardt Wrabetz, the Austrian MFA's DAS-level Director for
IAEA and Non-Proliferation Affairs. A/DCM followed up with
Wrabetz on November 21.


2. (SBU) Wrabetz said there was a common EU position --
which Austria had supported -- that the Arak project was not
acceptable. The IAEA should follow the clear indications of
the Board and of the UN Security Council that this project
should not go ahead.


3. (SBU) On the five other projects, Wrabetz said Austria
agreed with the U.S. statement that we were satisfied with
the explanations and assurances the Secretariat had given.
However, there was as yet no common EU view on this issue.
