1. (SBU) Charge delivered reftel demarche on November 6 to
Engelbert Theuermann, the A/S-level head of the Austrian
MFA's Human Rights Division.
2. (C) Theuermann confirmed that the EU approach "will not
fundamentally change" -- EU members would vote in favor of
the resolution, but to deliver a strong Explanation of Vote
(EOV) on human rights concerns in Cuba. Theuermann said the
human rights situation in Cuba was a matter of strong concern
to the EU.
3. (C) Theuermann said there was "limited enthusiasm" in the
EU for amendments. He said the fact that there were so many
co-sponsors of the resolution meant that amendments might do
more harm than good.
