1. (C) Acting Economic-Political Counselor and Poloff
delivered reftel demarche on August 18 to Elisabeth Koegler,
the Acting Head of the MFA,s Human Rights Division. Koegler
pointed out that, during its EU Presidency this spring,
Austria had worked to highlight the mistreatment of political
prisoners and their families in the PRC. She cited a June 27
EU demarche to the GoC. Finland's August 11 EU Presidency
demarche had also helped to raise the profile of this issue
with the GoC.
2. (C) Koegler agreed to pass the suggested demarche
language in reftel on to her supervisors with the aim of
reaching an EU consensus to participate in a joint/parallel
demarche with the USG.
