1. Charge delivered reftel demarche and non-paper on July 14
to Austrian MFA Legal Advisor Ferdinand Trauttmansdorff. At
Trauttmansdorff's initiative, Austrian Ambassador to UNESCO
Harald Wiesner, who happened to be in Vienna, participated in
the meeting.
2. The Austrians agreed in general with our points.
However, they were somewhat perplexed that the issue was
arising at this point in time. Wiesner said that, during his
stint as chair of the EU caucus at UNESCO during the Austrian
EU presidency, no one had raised this issue at all. He said
he had been unaware that any UNESCO member was pushing this
issue.
3. Trauttmansdorff added that he agreed entirely that the
draft principles applied unacceptable mandates and
obligations for state action, and supported the notion of
changing language to reflect their character as
recommendations. However, on the substance of the issue,
Trauttmansdorff said he had been unaware of this initiative.
4. Wiesner said his mission would be in contact with
USUNESCO to discuss the issue further.
