(C) During an April 19 meeting between UNMOVIC Acting Executive Chairman Demitrius Perricos and USUN staff, the following subjects were addressed: the non-paper on bunkers in Muthanna; the Iraq WMD compendium summary; and the Iraqi request for a copy of its FFCD of its chemical weapons program. Perricos also provided an unsolicited non-paper on proliferation concerns (septel). ¶2. (C) Muthanna Non-Paper: Per ref A, USUN staff provided Perricos with a non-paper on the status of Muthanna Chemical Weapons (CW) bunkers. Perricos agreed not to distribute this courtesy copy of the talking points delivered by Ambassador Sanders at the March 8 UNSC consultations on UNMOVIC. ¶3. (C) Compendium Summary: As requested by the USG, Perricos agreed to remove the final sentence of para 26, page 45 from the draft "Summary of the Compendium of Iraq's Proscribed Weapons Programmes in the Chemical, Biological, and Missile Areas." (This sentence had read: "However, in 2004, the ISG reported that sealed structures at the former CW site had been breached, some materials removed and bunkers tested positive for the presence of CW agents.") Per ref B, USUN advised Perricos that if this sentence is removed the USG will not object to publication of the Compendium Summary as a UNSC document. Perricos noted -- subsequent to the formal UNMOVIC request for UNSC permission to publish the summary in December 2005 -- UNMOVIC staff made additional copy and stylistic edits, but no substantive changes. He confirmed he would await word from the UNSC President before moving ahead with publication. ¶4. (C) Iraqi request for FFCD: Perricos raised the Iraqi request for a copy of the 1996 Full, Final and Complete Disclosure (FFCD) of Iraq's CW program, which was made in the context of Iraqi preparations for accession to the Chemical Weapons Convention (CWC) (Ref C). He said he was surprised that the Iraqis had requested the 1996 version because the 2002 FFCD is more complete. He said he would prefer to provide the Iraqis with a redacted version of the 2002 FFCD to prevent the release of proliferation-sensitive information. He expressed particular concern about safeguarding recipes and the names of Iraqi scientists. ¶5. (C) Perricos recalled that UNMOVIC had prepared the redacted version of the 2002 FFCD for distribution to the elected members of the UNSC based on P-5 input about concerns regarding sensitive information contained in that Iraqi declaration. The specific Iraqi request for the 1996 document put UNMOVIC in an awkward position. Perricos suggested that the USG consider working with other members of the Security Council to arrange for an UNSC President reply to his April 10 letter. Such a reply could instruct UNMOVIC to provide Iraq with the redacted 2002 FFCD because it is more current and complete and addresses concerns related to proliferation sensitive documents and materials. He suggested that if Iraq subsequently determines there is information required for the CWC declaration that has been redacted from the original declaration, Iraq could then request that UNMOVIC provide the government with that particular information. Alternatively, if the UNSC were to instruct the UNSC President to merely "take note of" his April 10 letter, Perricos would then propose to provide the Iraqis with the 1996 FFCD, as requested, but appropriately redacted using the guidelines developed to redact the 2002 FFCD. Perricos said he hoped to report that he had satisfied the Iraqi request by the May 23-24 College of Commissioners' meeting. ¶6. (C) Comment: USUN will inform the P-5 of U.S. views on the compendium summary and propose the Council direct UNMOVIC to provide Iraq with the redacted 2002 FFCD. End Comment. BOLTON
