Begin text of invitation: Her Excellency Ms. Paula Dobriansky Undersecretary of State for Global Affairs Washington, DC Re: Invitation to International Follow-Up Conference on New or Restored Democracies, Ulaanbaatar, 1-2 June 2006 Excellency, In September 2003, Mongolia hosted the Fifth International Conference of New or Restored Democracies (ICNRD-5) bringing together over 500 participants from 119 States to discuss Democracy, Good Governance and Civil Society. The Conference also adopted the most far reaching ICNRD Plan of Action that commits the participating Governments to implement ambitious plans on strengthening democracy along with concrete tools such as democratic governance indicator databases to monitor their progress over time. As current ICNRD Chair, Mongolia has been engaged in several activities to ensure a substantive follow-up and preparation for the Sixth ICNRD scheduled to take place in November 2006 in Doha, Qatar. Among the major activities being implemented is the development of Democratic Governance Indicators (DGIs) for Mongolia to measure its democratic performance. The DGIs along with a Country Information Note (CIN) will lay the basis for a National Plan of Action (NPA) aimed to help consolidate democracy in Mongolia. These tools have been developed through a multi-stakeholder approach with the participation of citizens, civil society, government and media. Before Mongolia hands over the ICNRD Chairmanship to Qatar later this year there is a clear need to share the follow-up experience with both developing and mature democracies. In this context Mongolia will be hosting an International Follow-Up Conference on New or Restored Democracies in Ulaanbaatar 1-2 June 2006. The event will gather ICNRD stakeholders along with international democracy experts to take stock of the follow-up activities and to engage in discussions on how to institutionalize these innovations into the ICNRD movement. The Conference will also produce an ICNRD-5 Follow-Up paper to be presented at the Sixth ICNRD in Doha. Excellency, as the key official liaison for international democracy affairs of your government, your participation at the Conference will be very important and greatly appreciated.
