SUBJECT: UN BUDGET: GUIDANCE NEEDED ON BUDGET IMPLICATIONS
OF HUMAN RIGHTS COUNCIL DECISIONS
1. ACTION REQUEST: The Fifth Committee will, beginning
Monday, December 18, consider the budgetary requirements
emanating from decisions made by the Human Rights Council
(HRC). USUN seeks guidance on whether the U.S. can agree to
the Secretary-General's proposals, with which the Advisory
Committee on Administrative and Budgetary Questions concurs.
2. The Secretary-General's report (A/61/530) notes that
there are additional resources required due to resolutions,
decisions and President's statements adopted during the first
session and first and second special sessions of the HRC.
USUN has also received a draft report that contains the
budgetary impact of decisions made at the resumed second
session, third session and third special session of the
Council this year. Some of the amounts required are already
included in the budget for the biennium 2006-2007 and the
remaining amounts will be absorbed within existing resources.
USUN will forward the draft document to the Department.
