The General Committee met on October 25 to consider the allocation of agenda item 68 "Report of the Human Rights Council". The item had been inscribed on the item in September but the Committee deferred the decision on allocation pending further consultations The GA President, Chairman of the General Committee, announced that agreement had now been reached and read out the following statement: Quote. The General Committee decided to recommend to the General Assembly that agenda item 68, entitled "Report of the Human Rights Council", be considered in Plenary meeting and in the Third Committee, on the understanding that the Third Committee would consider and act on all recommendations of the Human Rights Council to the General Assembly, including those that deal with the Development of International Law in the field of human rights. Taking into account this recommendation, the General Assembly Plenary would consider the Annual Report of the Human Rights Council on its activities for the year. The allocation of the item entitled "Report of the Human Rights Council" both to the Plenary of the General Assembly and the Third Committee, and the understanding of the division of work between them was agreed upon with the understanding that this arrangement is due to the fact that the Human Rights Council has only commenced its work in June ¶2006. It is understood that the current arrangement is in no way a reinterpretation of General Assembly resolution 60/251 and will be reviewed before the beginning of the 62 session of the General Assembly, on the basis of the experience gained with the efficiency and practicality of this arrangement.
