Please see paragraph 3. ¶1. Among its first actions to be taken in the 61st General Assembly, the Fifth Committee is expected to consider requests by Member States for exemption to Article 19 of the UN charter. Exemptions to Article 19 (loss of vote) are considered in light of requests of individual delegations and any supporting information provided to the Committee on Contributions (COC). As detailed in the report of the COC (A/61/11),the following eight countries have sought exemptions to the application of Article 19: Central African Republic, Comoros, Georgia, Guinea-Bissau, Liberia, Niger, Somalia, Tajikistan. ¶2. Following written and oral representations by each of the delegations cited, the COC determined that the unique circumstances in each case rendered the countries unable to make payments due to conditions beyond their control. Accordingly, the COC recommended in each case that the country be permitted to vote until the end of the 61st General Assembly. ¶3. Unless otherwise instructed, USUN will concur with the recommendations of the report of the COC to grant exemptions to Article 19 for the countries listed above. BOLTON
