(C) During a November 6 meeting, Under Secretary for Arms Control and International Security Robert Joseph and Assistant Cabinet Secretary (ACS) Hiroyasu Ando discussed issues related to the implementation of UNSCR 1718, including the development of lists of luxury goods whose export to North Korea is to be banned under the resolution. U/S Joseph undertook to have their experts exchange views to clarify positions on their respective lists. ¶2. (C) On November 7, DCM Donovan contacted ACS Ando and, on instructions, explained that the State Department had consulted with the Department of Commerce, which is responsible for export licensing in the United States, and told Ando that the United States intends to provide its list of banned luxury items in the U.S. report to the UN Sanctions Committee on November 13. The United States, he continued, would seek to have the new regulations take effect shortly after the 13th, through publication in the U.S. Federal Register. He promised to consult further when we finalize the date. ¶3. (C) ACS Ando expressed appreciation for the quick response and said that Japan would aim at November 13 to convey its list to the UN Sanctions Committee. He proposed that we make simultaneous public announcements of our lists shortly after the 13th and asked if we intended to coordinate further with Australia. He also asked if the United States had any comments on items on the Japanese list. He added that the GOJ looked forward to consulting with us after we finalize the date.
