demarche November 6 to MOFA United Nations Policy Division's
Yuko Noda. Noda said that her division had not been aware
that the Human Rights Council (HRC) would not consider a
resolution on Cuba this year. Although Japan's policy on the
embargo against Cuba remains unchanged, MOFA will take
another look at its position on the Cuba-proposed resolutions
and consider an Explanation of Vote in light of the lack of a
separate discussion on Cuba's human rights record in the HRC.
