C O N F I D E N T I A L TOKYO 006434 SIPDIS SIPDIS E.O. 12958: DECL: 11/08/2016 TAGS: PHUM PREL UNGA CU JA SUBJECT: JAPAN WILL RECONSIDER ITS STANCE ON CUBA EMBARGO RESOLUTION REF: STATE 163498 Classified By: Political Section Deputy Carol Reynolds. Reason: 1.4 (b )(d). (C) Embassy Tokyo Political Officer delivered reftel demarche November 6 to MOFA United Nations Policy Division's Yuko Noda. Noda said that her division had not been aware that the Human Rights Council (HRC) would not consider a resolution on Cuba this year. Although Japan's policy on the embargo against Cuba remains unchanged, MOFA will take another look at its position on the Cuba-proposed resolutions and consider an Explanation of Vote in light of the lack of a separate discussion on Cuba's human rights record in the HRC.
