THIS IS AN ACTION MESSAGE. SEE PARAGRAPH 5. ¶2. SUMMARY: Embassy Science and Technology Officer Ayanna Hobbs spoke to Japanese counterparts at MOFA on 17 October regarding details on the GI Morocco meeting (reftel). Embassy plans to meet with MOFA on 18 October at 10:00am to continue discussions. (NOTE: Russian Embassy Political Officer Sergey ¶I. Kuznetsov says he will not participate in the October 18 meeting because he has not received instructions from his authorities.) Japan has provided additional information about its delegation and seeks U.S. views on an appropriate topic for its expert level briefing. END SUMMARY Japanese Delegation -------------- ¶3. MOFA Disarmament, Non-Proliferation and Science Director-General Ambassador Takeshi Nakane will lead the Japanese delegation. (NOTE: Nakane is Under Secretary Joseph's Japanese counterpart. Japan's Deputy Foreign Minister will not attend.) Nakane will be accompanied by MOFA's International Nuclear Energy Cooperation Division Director Yasuyoshi Komizo and Toshio Kaneko. The Japanese delegation will arrive in Morocco on 29 September around 10:00 PM. Japan will be unable to attend the reception at the Russian Embassy and sends its regrets. Nakane will attend the first day of meetings and will depart Morocco early Tuesday. The other two members will stay for both days. Expert-Level Briefings -------------- ¶4. Director Komizo will lead Japan's expert-level briefing on the second day. MOFA is consulting with other agencies on an appropriate topic for discussion, Its preliminary idea is to describe Japan's physical protection regime, but it is open to suggestions from the U.S. on suitable topics. From the embassy's perspective, the best topic for the Japanese presentation might be accounting control and physical protection systems, as Japan's system is well developed. ¶5. ACTION REQUESTED.
