1. (C) Embassy Political Section Deputy delivered reftel
demarche October 16 to MOFA United Nations Policy Division
Director Shigeki Takizaki, explaining that this was the text
we were sharing with other world capitals on UNSCR 1718.
Takizaki said he was grateful for the information but had no
substantive comment. He thanked the United States, and
particularly the US Mission to the United Nations, for the
close bilateral coordination leading up to the resolution's
passage, and underscored that the important issue now is to
quickly implement the resolution's provisions.
2. (C) In that context, Takizaki noted the his government was
considering a number of practical issues related to the
resolution's implementation, including how to define the term
"luxury goods." He hoped that our two governments would be
able to coordinate closely on these important practical
matters, as well.
