(U) After the DCM contacted the office of Deputy Vice Foreign
Minister Masaharu Kohno on October 12, we were able to pass
reftel draft resolution directly to MOFA UN Policy Division
Director Takizaki. Takizaki first compared the reftel draft
to the one MOFA had received from its mission in New York.
He subsequently confirmed that Japan was in the final stages
of deliberation and said he believed Japan would likely
co-sponsor the draft.
