1. (C) On the evening of October 4, the Charge verbally
delivered the unclassified portions of reftel to Chief
Cabinet Secretary Yasuhisa Shiozaki. Noting that these are
the same points that we are sharing with other countries, the
Charge stressed that a nuclear test by North Korea would be a
"grave miscalculation." He emphasized that the United States
would stand with its allies in the region and would be
seeking a Presidential Statement at the UN to discourage
North Korea from testing a nuclear device. The Charge noted
that he would be meeting with Foreign Minister Taro Aso on
October 5, the earliest that Aso would be available, to
deliver the same message and additional, classified points.
Shiozaki thanked the Charge and concurred with the message.
He encouraged close cooperation and coordination on this
issue.
