Sasae informed Charge Donovan on September 1 that he would be
in Seoul on September 7 accompanying Vice Minister Shotaro
Yachi to the third round of the Japan-ROK "Strategic
Dialogue." Sasae said Japan would again propose
establishment of a prior notification regime for maritime
survey activities in the seas surrounding Liancourt Rocks
(Takeshima/Dokdo).
2. (C) Asked if Japan were planning another survey in the
near term, Sasae said no decision had been made about a
specific date, but added that, for technical reasons, a
survey would "have to be done" before the end of October.
