the decision Wednesday by the Japanese Olympic Committee
to select Tokyo over Fukuoka as its official candidate to
host the 2016 Summer Olympics. The papers suggested,
however, that the prospect of Tokyo actually winning the
games appears bleak, given that it will be facing strong
rivals like Los Angeles, Chicago, and Rio de Janeiro.

LEAD STORIES: Most Thursday morning papers front-paged
the decision Wednesday by the Japanese Olympic Committee
to select Tokyo over Fukuoka as its official candidate to
host the 2016 Summer Olympics. The papers suggested,
however, that the prospect of Tokyo actually winning the
games appears bleak, given that it will be facing strong

1. There were no immediate editorials or commentaries on
Iran's reported resumption of uranium enrichment.
2. "Iran Resumes Uranium Enrichment" The top-circulation,
moderate Yomiuri's Vienna correspondent Ishiguro wrote
(8/31): "The French news agency AFP, quoting a diplomatic
source, reported Wednesday that Iran started a new
uranium enrichment program last week at nuclear
facilities in Natanz. Under the UNSC resolution, Tehran
has been told to suspend its uranium enrichment by
Thursday. Iran's resumption of uranium enrichment ahead
of the deadline is, therefore, an indication that Tehran
does not intend to stop."
3. "UNSC Sanctions on Iran Appear Difficult" New York
correspondent Ishikawa of the moderate Tokyo Shimbun
stated (8/31): "According to its own resolution, Thursday
is the deadline for the UNSC to warn Iran that it will
consider sanctions if Tehran does not suspend its uranium
enrichment. The UNSC is expected to consider what
measures it will take, given Tehran's declaration that it
will move forward with uranium enrichment. While the US
is looking to impose sanctions, Russia is opposed, and
France is giving priority to the resumption of
negotiations. Given the circumstances, there is already
speculation that the UNSC will not be able to adopt
measures against Iran for some time."
