(SBU) Embassy Tokyo Political Officer conveyed reftel demarche to Ministry of Foreign Affairs International Counterterrorism Cooperation Division Officer Mikiko Masuda on August 23, 2006. Masuda thanked us for the Immigration Advisory Program (IAP) documents and promised to disseminate them to the relevant ministries and agencies. ¶3. (SBU) Masuda asked that we include the U.S. response to the draft Note Verbale in the discussions scheduled for August 28. The Foreign Ministry remains comfortable using the response drafted in March 2006. If the United States would like to amend the response note, Masuda asked for notification as soon as possible. Please let Post know if the Department of State and the Department of Homeland Security are agreeable to the following text: Embassy of the U.S.A. presents its compliments to the Ministry of Foreign Affairs and has the honor to refer to the note No. XXX from the Ministry of Foreign Affairs of Japan. The United States is confident that the high level of cooperation and informational exchange that has been established for such an important aspect of airline passenger security will be beneficial to our two governments and shares the understanding as set forth in the Japanese note. The Embassy of the U.S.A. avails itself of this opportunity to renew to the Ministry of Foreign Affairs the assurances of its highest consideration. DONOVAN
