2. (C) EMBASSY Tokyo Political Officer delivered reftel
demarche August 14 to the MOFA Human Rights and Humanitarian
Affairs Division's Noriko Tanaka. Tanaka said her division
would coordinate with the China and Mongolian Affairs
Division to decide how to proceed. She expected to have a
response for the EMBASSY by week's end (ca. August 18).
Tanaka noted that Japan interprets the Bern agreement to
require that any joint action be unanimous among all the
members. She requested that the EMBASSY inform MOFA how the
other participant countries respond to the joint demarche
proposal.
3. (U) Action Request. Please provide information for
responding to MOFA's request.
