2. (C) Acting Political Minister Counselor conveyed reftel
demarche August 11 to MOFA UN Policy Division Director
Shigeki Takizaki, stressing our goals of an urgent cessation
of hostilities and the expansion of UNIFIL into a robust
international force with enhanced numbers and mandate.
Takizaki subsequently responded that Japan had not yet seen
the draft being worked on by the United States and France,
but that Japan, in principle, supports expanding the mandate
of UNIFIL and increasing its numbers to make it a more robust
force. "Japan would definitely support such a resolution,"
he stated. Japan would also be willing to support the
creation of a new force unrelated to UNIFIL, if that were
proposed, he offered. Japan's primary concern is to pass a
resolution as quickly as possible "in order to create a calm
situation," he said.
3. (C) Turning to the final talking point of the demarche
that asks for Japan's support in "more expeditiously
deploying the force," Takizaki explained that his government
needs more information before it can respond. Japan, he
said, would like to be able to support these efforts, but it
needs more concrete information about where and how it could
be of help. He asked that the United States provide greater
detail on this point. ACTION REQUEST: Please provide
concrete details on how Japan can support the more
expeditious deployment of an international force.
