Director Tetsuya Kimura on August 9. Kimura responded that
Japan would likely be unable to support the U.S. position.
He explained that is over one-third of the commission members
propose a special session, such a session then become
"automatic." It was his understanding that more than
one-third of the members were requesting a special session.
He nonetheless agreed to consult with his superiors and let
us know if there was a change.
