Rea son: 1.4 (b)(d). (C) Embassy Tokyo Political Officer presented reftel points to MOFA UN Policy Division Director Shigeki Takizaki on July ¶21. Takizaki responded that Japan has consistently shared the U.S. position in favor of a UNSC Chapter 7 resolution on Iran. Japan was not provided with the new draft UNSC resolution on Iran "until the last minute," he observed, but should have been given the draft well in advance. Japan has repeatedly asked the U.S. Government to include Japan in the substantive decision making process on Iran "with other important countries, like Germany." The United States has replied that it understands Japan's request, "yet does not involve Japan at all," he stated. Japan hopes that it will be provided information and any future draft resolutions in a timely fashion and be included in future decision making, he reiterated. SCHIEFFER
