(S) Ambassador Schieffer conveyed reftel talking points and
background paper to Ministry of Foreign Affairs
Administrative Vice Minister Shotaro Yachi on June 23, 2006.
Referring to the New York Times story on the Terrorist
Financing Tracking Program, he emphasized the legal rationale
for gathering banking data on people suspected of terrorist
activity. The Ambassador explained that the President issued
Executive Order 13224, authorizing the Treasury Department to
identify, track and pursue suspected persons using all
appropriate measures. The Ambassador encouraged Yachi to
look closely at the background paper and invited him to
follow up with any questions. Yachi thanked the Ambassador
and said he would contact him again with any concerns.
Separately, Embassy Tokyo Political Officer and Financial
Attache Advisor delivered the same talking points and
background paper to officials at the Finance Ministry,
Justice Ministry, Bank of Japan and Financial Services
Agency. Ministers at the respective ministries were
reluctant to meet directly with the Ambassador apparently out
of concern that the meeting would draw more attention to the
matter.
