SUBJECT: JAPAN ON SMALLPOX DEMARCHE

1. (SBU) EST M/C delivered reftel points to Ministry of
Health, Labor and Welfare (MHLW) Assistant Minister for
Technical Affairs Takashi Toguchi on May 10. A non-paper
was sent to the Ministry in advance of the meeting.
Toguchi explained that Japan would base its decision on
the actual proceedings of the WHA meeting, but admitted
that Tokyo's position on the destruction of the variola
virus stocks was similar to that of the United States -
namely that it was still premature. He concluded that the
ultimate goal should be the destruction of the virus.
2. (SBU) Toguchi said that the Japanese delegation would
like to consult closely with the U.S. representatives
during the Assembly. He will head the Japanese delegation
to the WHA. In addition to smallpox, Tokyo would also
like to work very closely with Washington on IPR issues at
the Assembly.
