(C) Following delivery of reftel request, MOFA Policy
Coordination Division Deputy Director Akihiro Tsuji told
Poloff on April 17, that Japan would "seriously consider" the
request. It is unlikely, however, that Japan would demarche
the Russians at this point, Tsuji offered, because so little
time remained before the Moscow meeting. Nevertheless, Tsuji
expressed his personal view that the Japanese government
probably would have no problem if the United States raised
reftel issues during the G-8 meeting.
