Director-General Nukaga's meeting Thursday evening with
visiting Deputy Under Secretary of Defense Lawless, at
which Nukaga reportedly said that the GOJ would, in
addition to loans, consider appropriating funds from the
general account to cover part of the cost of relocating
Okinawa-based Marines to Guam.
1. "Six-Party Talks: Pressure Mounting on North Korea" An
editorial in the top-circulation, moderate Yomiuri
commented (4/14): "Bilateral and multilateral dialogue in
Tokyo among the chief delegates to the six-party talks
ended without achieving anything. North Korean Vice
Foreign Minister Kim Kye Gwan reiterated Pyongyang's
stance that it will not return to the talks until the US
lifts its financial sanctions. Speaking to the press
Thursday before his departure from Tokyo, Kim said: 'If
the US continues to apply pressure and sanctions, we will
respond in an extremely firm manner.' This statement will
only increase the pressure on North Korea from the
international community.... There are growing calls in
the US to step up the sanctions in an effort to force
Pyongyang to abandon its nuclear programs. The US
Congress plans public hearings on North Korea later this
month, while moves in the Japanese Diet to enact a bill
on North Korean human rights are gaining steam. President
Bush and Chinese President Hu should craft effective
measures to bring progress to the six-party talks when
they meet in Washington on April 20."
