1. (SBU) Per reftel, we delivered points on the upcoming UN
High-Level Dialogue (HLD) on International Migration and
Development to Saimir Repishti, chief of the UN section at
the MFA. Repishti informed us that Minister of Labor and
Social Affairs Kosta Barka (or his deputy) would likely lead
Albania's delegation, accompanied by MFA personnel (possibly
Director General for Multilateral Affairs Spiro Koci or
Repishti himself). Repishti added that the MFA was preparing
Albania's position paper for the HLD together with input from
the Ministry of Labor and Social Affairs and from IOM. He
said the paper would include a summary of Albania's National
Strategy on Migration.
2. (SBU) In response to our concerns that the HLD could have
as a "deliverable" a permanent global forum on migration,
Repishti said that he was not aware of this aspect of the HLD
but took our concerns on board. He said the GoA position
would likely track that of the EU. (Note: Albania follows
the EU on most issues in the UN. End Note.)
