1. (SBU) Per ref A, Ambassador called on FM Besnik Mustafaj
on and delivered the letter from Secretary Rice. Mustafaj
said the GOA would not support states with a record of human
rights violations or of sponsoring terrorism for the Human
Rights Council (HRC). Mustafaj also noted Albania was a
candidate for the HRC and expressed hope the USG would
support Albania's candidacy (Ref B).
