1. (U) Econoff met April 28 with Ministry of Foreign Affairs
(MFA) official Joost van Ettro, Policy Officer, Terrorism and
New Threats Unit, Political Affairs Department to deliver
reftel A. points urging the immediate EU listing of the
Liberation Tigers of Tamil Eelam (LTTE) as a terrorist
organization.
2. (C) Van Ettro noted that the Dutch had already removed
their reservations on the LTTE listing per reftel B. He also
said that he was afraid the level of violence had escalated
since December. However, he said that other EU members,
notably in Scandinavia, were politically hesitant. They fear
that the listing would hamper the peace process. When
pressed, van Ettro would not specify which countries held
such reservations.
3. (C) Van Ettro said that the EU Clearinghouse, the formal
mechanism for making the designation, had not yet opened or
scheduled a listing discussion. He also noted that the
Southeast Asia Working Group is to have a discussion about
the level of violence in Sri Lanka, but that this discussion
was not to address a LTTE listing. Econoff stressed the
urgency of a listing, but van Ettro responded that the GONL
would not take unilateral action and instead work toward this
within the existing multilateral mechanism.
4. (C) Econoff delivered reftel points separately on May 2 to
Ministry of Finance (MOF) Official Eric Ligthart, Deputy
Director, Financial Integrity Unit. Ligthart was not aware of
the issue and said that he would investigate it, but did not
note any reservations to reftel A. points. Econoff scheduled
a follow-up meeting with MOF for the week of May 8.
