1. (C) Polmiloff discussed reftel points with MFA Senior
Advisor Frank van Beuningen on April 21. Van Beuningen, the
Dutch coordinator for the Proliferation Security Initiative
(PSI),appreciated the points and said he would review the
matter further. He noted that the Dutch have actively
engaged with some countries in the effort to broaden support
for PSI, including most recently Israel. Van Beuningen also
said that the Chinese Ambassador to the Netherlands had
called the Dutch MFA for more information on PSI following
the recent Dutch PSI exercise TopPort in Rotterdam. Van
Beuningen said the Dutch will most likely meet with the
Chinese to discuss the issue further and offered to keep us
appraised of the discussions.
