1. (U) This is an action/guidance request; please see
paragraph 5.
2. (C) Ambassador delivered April 7 ref A demarche explaining
the USG decision not to seek a seat on the newly created
Human Rights Council (HRC) to MFA Director General for
Political Affairs, Hugo Siblesz. (Note: As noted ref B,
Siblesz had earlier urged the U.S. to seek a seat on the
Council.) Poloff delivered demarche separately to Head of
MFA Human Rights Division, Anneke Adema.
3. (C) Siblesz expressed his disappointment at our decision
but used the occasion to seek our support for the GONL's
newly announced candidacy to the HRC. Per ref B, the Dutch
stress that they share many of our concerns about the HRC
resolution. They expect the new HRC to resolve many of the
resolution's ambiguities, including rules governing the
system of rapporteurs, and the role of NGOs.
4. (C) Adema separately stressed to poloff that the GONL was,
within the EU, "the closest country to the U.S. position."
She also sought U.S. support for the Dutch candidacy to the
HRC.
5. (C) Post requests Department provide guidance on how to
respond to the Dutch request for U.S. support.
