1. (U) This is an action request; please see para 5.
2. (S/NF) Summary: The Dutch are working to manage the
political ramifications of the potential base closure at
Eygelshoven, and have asked us to consider delaying the
announcement of the decision for three to four weeks so that
high-level MOD leadership can help local employees find
alternative employment. The April 30 public announcement
deadline would fit within the Dutch delay request. End
summary.
3. (S/NF) Emboffs completed host notification consultations
April 6 with Dutch MOD Senior Policy Advisor Wendy Kwaks.
Kwaks said the closure was "not a surprise," and that the
Dutch could accept it, but the timing of the announcement
"could be problematic." She noted the closure will be very
sensitive given high unemployment rates in Limburg, the
province in which Eygelshoven is located. Kwaks said MOD
State Secretary Cees van der Knaap is personally engaged on
the matter, and is reviewing options to assist the 28 foreign
national employees that stand to lose their jobs due to the
closure.
4. (S/NF) Despite assurances from emboffs that no decision
has been made, Kwaks said the MOD expected an almost
immediate USG decision announcement to close the base. Thus,
van der Knaap is requesting the USG to consider a three to
four week delay in announcing the base closure so that the
MOD can help base employees find new employment. (Note: The
April 30 public announcement deadline would fit into van der
Knaap's request for a three to four week extension. End
note.)
5. (S/NF) Action request: Given the Dutch request for an
extension, Post requests guidance on what date the Dutch can
be told regarding the public announcement of the closure.
