1. (C) Poloff delivered reftel demarche March 20 to Dutch
Special Envoy for Sudan, Ambassador WGJM Wessels. The Dutch
are in full agreement with us on the danger of Russia, China,
Qatar and perhaps others scuppering UNSC action. Wessels is
travelling to Abuja this evening and will weigh in, over the
next ten days, with key AU officials.
2. (C) Noting AU Commission Chairman Konare's March 17
remarks on rehatting, Wessels said he sees nothing to prevent
swift UN action. Konare, he said, called for African
leadership of any UN force and Sudanese government agreement
to the UN force. Wessels believes the GOS is slowly moving
toward that agreement.
