1. (C) The GONL is willing to cooperate with USG efforts to
define the U.S.-India Civil Nuclear Cooperation Initiative as
an exception to the Nuclear Suppliers Group Guidelines.
However, the key for the GONL will be successful
implementation of the initiative, including especially Indian
negotiations to place its civilian nuclear facilities under
IAEA safeguards "in perpetuity." Polmiloff discussed reftel
with MFA Senior Advisor Ceta Noland, Nuclear Affairs and
Non-Proliferation Division, on March 8. Noland said the GONL
looks forward to any concrete U.S. proposals regarding the
initiative presented during the upcoming March 22-23 Nuclear
Suppliers Group Consultative Group.
2. (C) Noland also commented on the France-India nuclear
civil nuclear cooperation initiative announced just prior to
President Bush's visit to India. Noland said the GONL viewed
"with interest" the French initiative. While contingent on
the successful implementation of the U.S.-India initiative,
Noland said it was clear the French are "keen to capitalize"
on possible civilian nuclear cooperation.
