1 (SBU) The UNESCO Convention on the Protection and Promotion
of Cultural Expressions has not received significant press
coverage in The Netherlands since the October vote (reftel).
The Netherlands Ministry of Foreign Affairs Treaties Division
expects the convention to be submitted to parliament sometime
in the fall of 2006 or the winter of 2006/07. The full
ratification process, barring any controversy, could
reasonably be expected to conclude around summer 2007.
2. (SBU) Post is not aware of any significant NGO, university
or other civil society discussion of the convention since
October. Post does not believe a public diplomacy campaign
would significantly add to the debate at this time.
