1. Polmiloff discussed reftel letter with MFA Proliferation
Security Initiative (PSI) Senior Advisor Frank van Beuningen
on November 6. Van Beuningen appreciated the letter,
characterizing it as a "fruitful" effort to combine PSI and
UNSCR 1718 efforts. He noted that Dutch implementation of
UNSCR 1718 was tied to EU policy, but expected EU Council
implementation approval on November 20. He expressed
interest in the regional radiation detection architecture,
noting Dutch radiation detection facilities in Rotterdam. He
also welcomed any further details regarding the letter's call
for "new mechanisms to share information on proliferation,"
and asked if Washington had heard any news on Seoul
potentially joining PSI. From the Dutch perspective, van
Beuningen related plans building upon the Dutch PSI TopPort
exercise from earlier this year, including developing
standard operating procedures in response to a PSI threat.
