1. (C) Poloff delivered reftel demarche Aug 22 to Sebastiaan
Messerschmidt, Senior Policy Advisor, MFA Western Balkans
Division. The Dutch support our policy but continue to
stress that a timeline should not be imposed at the expense
of a comprehensive solution. Secondly, they continue to urge
that contact group members consult regularly with key EU
donor countries (or likely donor countries) and with the EU
Presidency.
2. (C) Messerschmidt expressed Dutch interest in assistng
international efforts. He mentioned as possibilities modest
funding of UNMIK, establishment of a small college in
Mitrovica, and facilitation of back channel communications,
as needed. He asked for our reactions.
