(C) Poloff delivered reftel points August 14 to MFA human
rights policy officer Suzanne de Groot. Poloff followed up
with MFA China policy officer Pieter Ellens, who said that
the MFA had passed last week's proposed demarche to the Dutch
embassy in Beijing, with instructions that they coordinate
with other Bern Process members in negotiating final
language. Ellens emphasized that, as far as he knew, this
was the first time Bern Process members had considered
issuing a joint demarche. He said he could not hazard a
guess on how smoothly the effort might proceed.
