1. (SBU) Summary: The GONL remains greatly appreciative of
U.S. efforts to revive Fissile Material Cutoff Treaty (FMCT)
negotiations in the Conference on Disarmament (CD). But the
GONL "completely disagrees" with the U.S. request to abandon
the consideration of other issues in favor of FMCT
negotiations. Polmiloff discussed reftel points with MFA
Head of Non-Proliferation and Nuclear Affairs Paul Wilke on
July 25. End summary.


2. (SBU) Wilke said the recent U.S. presentation on FMCT in
the CD was "very persuasive," and hoped the USG could expand
on it in a constructive way. However, he added that it was
not appropriate to abandon other CD efforts. The Netherlands
agrees with the United States that FMCT should be a priority,
he said. But other members have different priorities, such
as the Prevention of an Arms Race in Outer Space (PAROS) --
their concerns should not be dismissed out of hand.


3. (SBU) Wilke said he understands the U.S. position of "no
linkage," but this should not prohibit the discussion of
other issues. On the contrary, he said the U.S. position to
reject other issues will only serve to "kill the CD." In
that respect, he said the GONL was "inflexible in its request
for flexibility," and noted that such guidance has been
deployed in Geneva.
