1. (C) In a November 20 meeting with MG Yossef Mishlev (GOI
Coordinator of Government Activities in the Territories),
PolCouns, EconCouns, and USAID Director reiterated the USG's
concern about problems experienced by American citizens
attempting to enter -- or renew their visas for -- the West
Bank (reftels). Mishlev pledged to resolve the issue. He
said that his office is working on a plan that would allow
for long-term (not just three-month) visas, as well as visa
renewal locally instead of at the border/airport. He added
that he would still need to discuss these proposals with the
Interior Ministry. Haggai Alon, a senior adviser to DefMin
Peretz, noted that the process would take time. PolCouns
urged the GOI to move expeditiously to improve the situation.
The Ambassador also raised the issue with Alon in a separate
meeting on November 21. Alon expressed a willingness to
assist with specific cases pending a more global solution.

permit system and his views on Agreement on Movement and
Access (AMA) issues.
