(C) The Ambassador discussed changes in U.S. policy on the
sale and transfer of arms to Venezuela in a September 21
meeting with Israeli Ministry of Defense Political Director
Amos Gilad, MOD Political Adviser Haggai Alon, and other
senior officials. The Ambassador strongly urged the GOI to
adopt similar regulations and procedures regarding its own
arms sales to Venezuela. Gilad replied that he had already
seen the text of the Federal Register notice from August and
was aware of the USG's strong concerns from meetings in
Washington. He implied that a formal written request from
the PM Bureau would be needed before imposing additional
limitations on Israeli exports.
