1. (SBU) On August 10, the Ambassador received a letter from
Knesset Speaker Dahlia Itzik that provides an update on draft
export control legislation. The letter was sent in response
to questions the Ambassador raised in his July 12 meeting
with Itzik. The text of the portions of the letter that
concern export controls follows:

Dual-Use Goods and Technology: In regard to defense-related
exports or dual-use technology and services, on June 13 2006,
the Knesset Economic Affairs Committee approved the
Proclamation on the Control of Goods and Services (missile
equipment and technology),2006. On July 24, 2006, the
Committee debated the Import and Export Order (Control of
exports of dual-use goods, technology and services, 2006). A
further debate was held on August 8.
Defense Exports: The Government is now in the advanced
stages of the preparation of a bill on defense-related
exports.

2. (C) In an August 24 meeting with the Ministry of Defense's
new director general, MGEN (Ret.) Gabi Ashkenazi, the
Ambassador was told that the draft defense export legislation
-- the Defense Export Control Act, or DECA -- was to be
submitted to an inter-ministerial committee on August 28 for
final review before delivery to the Knesset. Ashkenazi told
the Ambassador that the head of the inter-ministerial
committee, Acting Justice Minister Meir Sheetrit, said he
will take all appropriate steps to expedite the committee's
review and place the DECA before the Knesset as soon as
possible. Once before the Knesset, the DECA will have to
undergo three readings. Ashkenazi said that this could take
some time, and that he could not predict when the Knesset
would approve the DECA. Ashkenazi promised to do whatever he
can to ensure passage occurs as quickly as possible, noting
that he would like to have an accomplishment to report when
he visits the U.S. in September. The Ambassador told
Ashkenazi that he had impressed upon Knesset Speaker Itzik
the importance the USG places on the export control
legislation, and that she seemed receptive.
