(C) Econoff delivered reftel A talking points to Arik Ben-Ari, Senior Deputy Director General of the Israel Civil Aviation Authority (CAA). Ben-Ari said that he will lead the Israeli delegation at the upcoming ICAO meeting in Montreal, and that representatives from Isreal's airline security service will also attend. Ben-Ari told Econoff that he believes the GOI will support the U.S. position, but cautioned that the CAA needs to hold interagency consultations before he can state a formal position. He asked if the USG will be able to provide a written text of its proposal in advance of the meeting. Ben-Ari and Econoff agreed to speak on September 5, after GOI interagency consultations are completed. ¶3.
