TEGUCIGALPA 1893 ¶1. Polcouns delivered the demarche on the Mexican Declaration in the OAS on U.S. Border Security (Ref A) to Amb. Eduardo Rosales, the Foreign Ministry's Director General of Foreign Policy on 10/24. Rosales was not/not familiar with the Mexican proposal, as the Foreign Ministry's phone and fax lines are down and it has not/not been able to receive communications with its OAS Mission. Rosales was sympathetic to the substance of our demarche, but noted that he would have to study the Mexican draft before making recommendations to his superiors. He requested that we provide a copy. We are coordinating with USOAS to obtain the text of the Mexican proposal and will forward it to Rosales upon receipt. ¶2. COMMENT: Honduras is likely to be sympathetic to Mexico's opposition to recent U.S. legislation on border security, as it joined with other Central American Integration System (SICA) countries in signing on to a declaration criticizing this legislation that was proposed by Mexican president-elect Calderon at the 10/3 SICA Security Summit (Ref B).
