¶1. (U) On November 7, Poloff delivered reftel points
(Ref A) to Kirke Kraav, MFA Director for International
Organizations and Cooperation, and enquired whether
Estonia would support Michael Matheson's re-election to
the International Law Commission (ILC). Kraav said that
while Matheson was on Estonia's "short list", it had
still not decided how it would vote.
