1. (S) AIT delivered the talking points reftel to the
Ministry of Foreign Affairs (MOFA) and the Ministry of
National Defense (MND). MOFA North American Affairs Acting
Director Leo Lee assured AIT that he would pass U.S. concerns
to the National Security Council (NSC) and other relevant
government agencies. The newly installed MND Vice Defense
Minister for Politcal Affairs Henry Ke (Cheng-heng) stated
that MND will be fully responsive to U.S. concerns and will
work with AIT on any specific issues that arise.
2. (S) Vice Minister Ke acknowledged that Taiwan had sold
small arms and other defense items to some objectionable
countries in the past, including Iran and the DPRK, but
quickly halted these sales when approached by the U.S. He
stressed that Taiwan agrees with U.S. democracy and human
rights priorities in Latin and Central America. Taiwan,
moreover, has very special reasons for not getting involved
in arms sales to Venezuela, particularly involving F-16's, Ke
emphasized, noting recent public statements by Venezuela of
possible F-16 and other arms sales to China. In closing, Ke
again stressed Taiwan's willingness to cooperate with the
U.S. on arms sales to Venezuela and other potentially
objectionable recipients.
